Preliminary proposal
 
The preliminary proposal is an identification of possible energy efficiency measures that can be developed for a particular facility. The preliminary proposal is a fundamental step in defining energy efficiency opportunities while taking into consideration customer's specific needs and budgetary requirements. The preliminary proposal is performed at no cost and at no obligation to the client.

In performing the preliminary proposal we learn as much as we can about the facility by meeting with faculty personnel, walking through the building and reviewing utility use and costs. As a result of this work, we determine the potential for savings and insights into what energy conservation measures could be implemented to enhance the performance of your facilities. In addition, the proposal will provide a financial analysis inclusive of estimated project costs, finance terms, energy savings, grants and overall cash flow results.

This preliminary proposal will include the following:

  • Existing utility use and costs
  • Proposed energy efficient measures
  • Proposed energy savings
  • Proposed energy grants available
  • Cash flow analysis identifying
    • Project costs
    • Yearly finance terms and payments at reduced interest rates
    • Energy savings
    • Grants
    • Overall positive cash flow
 

The preliminary report is prepared by performing the following limited due diligence:

  • On-site facility walkthrough
  • Discussions with facility staff: operational, maintenance and financial
  • Review of existing mechanical, electrical and architectural drawings
  • Review of facility usage
  • Review of historic utility billing and use
  • Review of existing building components, systems and efficiencies

Upon submittal and review of the preliminary proposal, Midwest Energy staff will then meet with the client to review the preliminary proposal and assist the client with the next phase, the energy audit.
